parse the `.git/config` file into a useful data structure


example
=======

- search config in $GIT_DIR (.git by default)
```js
var gitconfig = require('gitconfiglocal');

gitconfig('./',function(err,config){
  console.log(config);
  /* prints:
  { core:
     { repositoryformatversion: '0',

       bare: false,
